Cities: Skylines is a city-building game singleplayer produced by Colossal Order and published by Paradox Interactive , released on March 10, 2015 for Microsoft Windows , OS X and Linux . Players engage in urban planning, controlling zoning, road construction, taxation, public services and public transport in an area. Players manage the city budget, population, health, happiness, employment, pollution (land, water and noise), traffic flow and other factors. The player can also play in a way sandbox with two mods that come pre-installed in the game, ready to activate. These mods unlock all milestones and provide unlimited money to the player.
Players start with a land [ 9 ] – equivalent to an area of 2 by 2 kilometers (2 miles a 1.9 mi) – along with an exchange off a nearby highway, as well as an initial amount of game money. The player starts to add roads and residential areas, industrial and commercial and basic services such as electricity, water and sewage, to encourage residents to enter and provide them jobs. As the city grows beyond some population levels, the player will unlock new improvements of the city, including schools, fire stations, police stations, health facilities and waste management systems, taxes and government edicts, transit and other resources to manage the city. One of these features allows the player to designate parts of their city as districts. Each district can be set by the player to restrict the types of developments or impose specific regulations within the limits of the district, such as allowing only for agricultural industries, offering free public transport for district residents to reduce traffic or increased tax levels for high areas marketed [ 10 ] . Buildings in the city have different levels of development that are met by improving the local area, with higher levels, providing more benefits to the city. For example, a commercial store increase of close to level residents are more educated, which in turn will be able to allow more employees are hired and increase tax revenue for the city. When the player has enough residents and accumulated money, they can buy neighboring plots of land, allowing them to build 8 additional installments of 25 within an area of 10 by 10 kilometers (6.2 mi × 6.2 mi). Limiting portions is to allow the game to run on the widest variety of personal computers, but players can use the changes to the Steam Workshop to open not only all standard building area of 25 tiles, but all over the map (81 tiles , 324 square kilometers). The game is rendered using tilt shift effects to give a scope to print the simulation.
The game also features a robust transportation system based on previous cities of Colossal Order Moving, allowing the player to plan efficient public transportation to the city to reduce traffic. The roads can be built straight or free form and the grid used for zoning adapts to the shape of the road; Cities do not need to follow a grid plan. The roads of different widths (up to the major motorways) accommodate different traffic volumes and types of roads variants (eg roads lined with trees) offer noise reduction or increase in property values in the surrounding area to an increased cost for the player.
Modding, by adding user-generated content, such as buildings or vehicles, is supported on Skylines through Steam Workshop. Creating a community of generating active content has been declared a goal of explicit project. The game includes several pre-made land to build, and also includes a map editor to allow users to create their own maps, including the use of geographic features of the real world. Mods are also available to affect the gameplay; The prepackaged mods include the ability to circumvent the aforementioned unlock system of the population of the layer, unlimited funds, and a harder difficulty setting.
The Finnish developer Colossal Order, a studio of thirteen people, wanted to create a game with a broader scope than their game Cities in Motion , focused on transportation, for some time, but could not initially get funding publisher Paradox Interactive. While Colossal Order had the idea and technical capacity to build Cities: Skylines since 2009, not actively developed the title, as Paradox feared the market town of simulations was dominated by franchise SimCity . The 2013 version of SimCity has been criticized due to various issues, and its failure led Paradox green light the development of cities: Skylines.
A goal of the game was successfully simulate a city with up to 1 million residents. To help achieve this goal, the creators decided to simulate citizens navigating the roads and city transit systems, to make the effects of the design of roads and traffic congestion are a factor in city design. They developed a complex system that would determine the fastest route available to a simulated person going to and from work or other points of interest, taking into account roads available and nearby public transportation systems. This simulated one does not deviate from its predetermined path, unless the route was changed in the middle of traffic, in which case the person would be teleported back to their point of origin instead of calculating a new route from your location current. This was done to avoid cascading traffic problems if the player set the road system in real time. The transport system designed by the city user creates a node-based chart used to determine these faster roads and intersections to identify these nodes. The system simulates the movement of these individuals on the roads and transit systems, representing other traffic on the road and basic physics (as the speed along the slopes and the need to slow the vehicle in tight curves) in order to accurately model traffic jams of traffic created by the layout and system geography.
