In 1986, Tommy Vercetti, a criminal former member of the Mafia family Forelli, is released from prison after fifteen years.

Ken directs Tommy to Colonel Juan Garcia Cortez, who helped establish the business. This expresses regret for the problems and promises to help Tommy find the person behind the ambush. Tommy then goes on to work for Ricardo Diaz. Cortez soon reveals suspicion that Diaz was responsible for organizing the ambush. Tommy and Lance kill Diaz and become Vice City’s new big crime bosses. Allowing Tommy to create his criminal organization and distance himself from the Forelli. He works with Cuban leader Umberto Robina in his fight against Haitians. Umberto becomes Tommy’s partner in drug trafficking after he blew up a Haitian factory. He expands his drug business by buying nearly bankrupt companies and turning them into competitive businesses.
